Bracing up with the demands of circumstances, the Department of Agriculture – Lanao del Sur under the leadership of PAO Pangalian A.Balindong, Jr., conducted a General Assembly cum Consultative meeting with the DAF-ARMM management, at the Ayala Resort Hotel, yesterday, September 10, 2018. PAO Balindong welcomed, the 200 plus attendees, composed of employees of the DA-LDS, Office of the City Agricultural Officer, Office of the Provincial Agriculturist (OPAG), colleagues and visitors from the DAF-Regional Office and other guests.
The Regional Management Team was headed by Hon. Secretary Alexander G. Alonto, Jr., along with regional key personnel namely; Finance Director-Sittie Anida T. Limbona, Planning, Monitoring and Evaluation Chief-Mariam B. Abutazil, HRMO-Bai Rackma M.Lucas, Operations Chief-Dr.Tong Pinguiaman, Regional Agriculture and Fisheries Information Division Chief – Khadiguia R.Abdullah, Regional Cashier Utto Vicon, and the Focal Persons of the 6 Banner Programs. With the team was Prof. Raby B. Angkal –Chief of Staff from the Office of the Chairman of the Bangsamoro Transition Commission (BTC).
The activity was primarily conducted to discuss matters affecting the implementation of various DA programs and to orient DAF-LDS employees on the salient features of the Bangsamoro Organic Law (BOL). In his message, Secretary Alonto gave particular emphasis on the urgent need of a validated masterlist of farmers in Lanao del Sur and the entire ARMM, to enhance the delivery of DA services, especially with the pouring in of support for the Marawi Rehabilitation and Recovery Program coupled with the issues on the prioritization of farmer beneficiaries. With the farmers profile in place, the time spent in identifying the rightful recipients of DA interventions will then be faster and easier.
On the same note, Director Sittie Anida T. Limbona, pushed for the immediate conduct of the ARMM Agricultural Profiling Project. According to her, with a concrete database, it is assured that Extension Workers can efficiently carry out or extend agri services in a more systematic manner. She also encouraged all employees to continue working religiously, even amidst uncertain thoughts on the changes in personnel policies in the upcoming new government . After all, she said, “ It is our work that will determine our fate in the BARMM”.
Relative to the identification of farmer beneficiaries, DAF-ARMMIARC Assistant Center Manager, Mr. Abdul Naseef Ulong, explained the mechanics of the conduct of the ARMM Agricultural Profiling Project or the Data Based System, its advantages, and the activities to be undertaken.
One of the highlights of the activity was Prof. Raby Angkal’s very informative presentation and explanation on the provisions RA 11054, otherwise known as the Bangsamoro Organic Law (BOL). It indeed cleared the apprehensions of the employees regarding the new order of hiring employees.
Another significant part of the activity was the awarding of certificates of recognition to thirty two (32) DA-LDS employees who has rendered 30 years and more of dedicated service to the department, and the release of AEWs incentive for the last 2 quarters.
Lastly, Updates on Banner Programs was facilitated by Dr. Pinguiaman, altogether taken up during the open forum. He was backed by regional focal persons – Ms. E. Bajao, Dr. A. Usman, Dr. J. Mangacop , Mr. A. Abdullah, Dr. R. Bahinting , and the earlier named officials of the DAF-ARMM Regional Office.
